No. Cotton is a plant fibre spun into yarns, then woven or knitted into cloth. A cotton brief should name fibre, yarn, weave or knit, and any stretch.
Can you skip sampling cotton fabric?
Sample the colourway you will cut. White does not prove a dark cloth.
What should stay on the brief besides the keyword cotton fabric?
Composition, construction, published weight, width, and care. Treating poplin, voile, jersey, and canvas as the same cotton.
